In general, yes, you are far too late for Fall 2015. Funding decisions have already been made, budgets have been set, and in many cases, candidates have started research for the faculty in advance of the start of the PhD.
PhD programs that are willing to let you pay to attend do not carry the prestige of programs that grant funding for their candidates. I would shy away from any program that would accept you at this stage. PhDs are not uncommon anymore. You won’t gain much professional advantage just having a PhD. If you decide to study later, go in order to develop your research and to build your professional network.
Find a program that has faculty you wish to study under and apply to be a research assistant for the next year.
